An example of people missing the point (some of them clearly intentionally), Arm-Fall-Off Boy is perfect for what he is: A one-shot joke character, designed to lovingly poke fun at the tropes of the Silver Age Legion Of Super-Heroes. He is not, nor was he ever meant to be taken seriously, and as such, he serves his story function as punchline to a T.
Plus, a guy with a club is better than a guy with no club…
