Throughout the Batman: The Animated Series, there was an on-again/off-again relationship going on between the two villains. Though nothing was explicitly stated in the show, there were a lot of hints and innuendos made that indicated the two more more than just a pair of criminals. In the comics, the two became girlfriends without the jealousy of monogamy during the Jimmy Palmiotti and Amanda Conner Harley Quinn run in 2015. While nothing was done in the Suicide Squad movie, it wouldn’t surprise me if this relationship was explored in the sequel.
