No shield. No headwings. Seems to have strappy-wristed short gloves, some kind of vest or harness, combat boots, and that pouch on the right thigh which doesn’t look like a holster. Plus the ultra-confident stance and the quote. There’s no sign of hair, meaning he’s got some kind of Cap-like cowl, but I’m thinking you’re right. Not Captain Bucky, but Steve.
I like this idea… He’s not “Captain America” since he gave Buck the shield, but some sorta derived new i.d. would be slightly neat. “The Patriot”, or maybe just “The Captain”? (No, not the guy from NextWAVE, but I would squee like a schoolgirl if it was him.) I’d suggest Nomad, but that Rikki Barnes girl has that one at the moment, and I kinda dig her groove.
What about Patriot from the Young Avengers?
I don’t think it’s a pouch, I think he has an enormously huge right thigh. Maybe it’s Batrok the Leaper, shouldn’t he have huge leg muscles?

I think it’s DD, but I know that I probably wrong. the right thigh looks like a holster. I also think it fits the character.
I was thinking Patriot myself, right off the bat. But yeah, that sure does look like a holster.
I think Patriot may have graduated to “real” Avenger.

I’m surprised at all th people guessing Luke Cage, since Marvel already said he’s heading up the new Thunderbolts.
Hell, Wolverine’s in every series and every team, why not Cage?
“I Lead By Example” says it all, doesn’t it? Add the wrist straps and you have Steve Rogers, Agent of S.H.I.E.L.D.
No question, it’s the original captain america, look at the “i am an avenger” picture, and that cap is holding a gun and so proves that version is the “bucky cap”, so this leaves way for this to be the “steve rogers Cap” as only one person can hold the shield at a time lol.
