This is probably a good thing for the heroes in hiding, but considering Norman Osborn still has his claws in things, I foresee things getting worse before they get better…. mainly because I’ve seen Marvel’s August solicitations a couple hours earlier than you.

Mutants convicted of crimes or who take office or any other sensitive federal position should register. For all the others it should be voluntary unless their powers are deemed unusually dangerous or the person is deemed “unstable”. Power evaluation should be done by a board comprised of Mutant and human physiologist and medical professionals. An X-gene test must be taken by all citizens before the age of 21 but no records will be kept unless an evaluation board decides to. The evaluation period will span 5 years to properly determine power levels and the extent of the power.
That’s my take on it, and if you want to make this country safer without unusually restricting the freedom of the individual put your X at STEVE THE PIRATE (P).
Also the test must not be taken earlier than 18… And people convicted or deemed mentally unstable will be subjected to the testing again with no regard to age.
I’m guessing that MCcain’s “put them in a rocket and shoot them into space” bill won’t pass either…
