Since 1961, there have been several hundred members of the Justice League(s), all of whom have a role to play. Elongated Man was the designated detective of the Bronze Age, while Martian Manhunter’s telepathy kept the Morrison JLA running and Blue Beetle’s piloting skills kept the JLI in the air. Whether it be Superman as the muscle, Captain Marvel as the heart, Wonder Woman as the conscience or Booster Gold as the cruise director of Kooey Kooey Kooey, many JLA members have a shot at being the most important Justice Leaguer, leading to today’s caped query…

Superman. He’s not the muscle, he’s the inspiration. Even the leagues where he isn’t present are still trying to live the ideal he sets as the paragon and prime exemplar of the super-hero.
Snapper Carr. Yeah, I know, everybody hates him. But he represents an important idea, that Justice Is Everyone’s Business.
Now, that’s an interesting take.
There are two answers: In universe, its probably Martian Manhunter. Overall, its definitely Superman.
