2) WES WARHAMMER

Perhaps the most complex villain gag in the show’s six seasons, Wes Warhammer is another dual-reference character, marrying the classic Hanna-Barbera Legion of Doom as seen in ‘Superfriends’ with Andy Warhol and the avant-garde crew who populated his studio, The Factory.  Even better, Wes commands an army of villains, each of whom combine the Warhol Superstars with the Legion Of Doom, adding in additional references (such as a Solomon Grundy-type whose name is Trashenstein, combining two of Warhol’s films) as necessary for spice and additional bonus gags.

He’d be number one on this list, were it not for one extraordinary man…
