So, the thing about T.H.U.N,D.E.R. Agents? Other than being impossible to spell, they’re a combination of cool spy tropes and cool super-powers, allowing for both the James Bond and Bruce Wayne portions of the trope spectrum. Last seen in 2015, the team has never really been a smash hit, even though interest in revivals always seems to start high. I don’t know WHY they’re not a success, but I know they can’t be the only example, leading to today’s inexplicable query…
The MS-QOTD (pronounced, as always, “misquoted”) also wishes someone could successfully market a comic with some sort of team of future teens, maybe a Legion of ’em, who fight evil and don’t get eaten by aliens or routinely murdered for shock value, asking: Which never-quite successful property can you least believe was never a success?

Although it’s close to the group you actually mentioned, I kind of liked the concept of L.E.G.I.O.N. ties to the future (filling in history or backgrounds of the future) and a connection to DC current space opera.
Also several of the Defiant Comics label. Some interesting ideas there
I remember enjoying “Warriors of Plasm” and the only other person I knew that liked it was the owner of the comic shop (he actually quit ordering it before the series ended, but picked up copies for both of us at another shop for the last 4 or 5 issues).
Always hoped that story would be adapted to a film or something, it had some really cool sci-fi/fantasy elements.
Agents of Atlas: It had a talking gorilla and a killer robot!
Justice Machine! Interesting blend of characters, mostly well written, lost in the direct market doldrums.
Conceptually I like Youngblood. Unfortunatelly it’s schedule was always such a trainwreck I never knew what was happening when the next issue came out.
