I think that the emphasis on the first avenger also has something to do with the fact that a lot of people outside of the usa don’t care/ know about captain america. But they saw the iron man movie and know about the avengers.
captain america is not a part of the common culture outside of america.
During the 90′s, when I read the Justice League here in Brasil, the Martian Manhunter was called “Ajax”. I was so sad to discover that wasn’t his original name.
